How to Get Election Commission of India Identity Card?

Election Commission of India conducted the elections in a very different manner than they are conducted nowadays. To your surprise, the present day Voter Identity Card did not exist until the August of year 1993. In 1993 the ECI decided to issue Election Commission of India Identity Cards to improve the legitimacy and accuracy of the Photo Electoral Rolls or Voter Lists. Can A Non-Resident Indian Citizen Become A Voter?

The Government of India has made it easier to apply for a voter card via the internet and hopes to expand the scope of voter registration, especially for NRIs who no longer need to visit the ERO in India.

Can A Non-Resident Indian Citizen Become A Voter?

Yes, According to the provisions of the Representation of the People (Amendment) Act, 2010, a person who is a citizen of India and who has not acquired the citizenship of any other country and is otherwise eligible to be registered as a voter and who is absenting from his place of ordinary residence in India owing to his employment, education or otherwise is eligible to be registered as a voter in the constituency in which his place of residence in India as mentioned in his passport is located.
NRI voters can also register by applying online through Form 6A. The Form is available under the ‘Overseas Electors’ category on the website of the Chief Electoral Officer.

Online Application for NRI Voter ID Card

Realizing that it is practically not feasible for NRI voters to come down to India for submitting Form 6A to get a voter ID card in order to be able to cast vote, the Government through the Election Commission has made provisions so that NRI voters can apply online for election card.

NRI voters can apply online by filling up the Form 6A available under the ‘Overseas Electors’ category on the electoral website of their state. To find out their state electoral website they can go to www.eci.nic.in and click on the ‘Link to state CEO’ URL/option. Once on to the concerned site, they can proceed for their voter ID card online apply procedure.

They can submit scanned copies of the required documents and photograph. They will also need to submit the scanned copy of their Indian Passport for the page containing the Identity info and the Address details of the applicant which should be attested by the competent officer of the Indian Mission of the country where the applicant currently resides. These documents along with the Form 6A will be downloaded by officers back in India and their application for election card will be processed.

This amendment is mainly to fulfill the demand by NRI voters to be able to cast their vote in India and exercise their franchise. However, the major problem still is that postal ballot is not acceptable. NRI cannot even cast a vote through the Indian Embassy in their current country of residence. The current law states that if an NRI needs to cast a vote, he/she must be physically present at the election booth in their constituency along with their original passport to be eligible for voting. This is of course after getting their name on the voter’s list and getting an election card. It is still a major reason why not many NRI voters exercise their franchise as it is not always possible for them to come down to India during election days and cast the vote.

A few years back, one had to visit the election office to know the status of their voter card – whether it is cancelled, under process, or in transit. Is it Possible to Modify an Existing Voter Card using Phone?

Yes, it is possible to change minor errors in the voter card by simply messaging the correct option to the election office using your mobile. You don’t have to fill in the forms entirely and submit the documents. This saves the hassle of doing the paperwork and submitting applications afresh.
Some tasks which you can do via mobile are:

  • Changing photos
  • Correcting typo errors
  • Correct names in the election card
  • Correct address

How is the Modification Done?

In case you want to send corrected name or address, you must SMS the following text –

CORR <space> ‘Assembly segment number’ <space> ‘Corrected name or address’. Make sure this text reaches the 9211728082 number.
In case you want to inform about an error in a photograph, you must SMS the following text –

‘PHOTO’ <space> ‘Assembly segment number’ <space> ‘Corrected name or address’. Make sure this text reaches the 9211728082 number.

What Happens after the SMS is Sent?

The CEO and ERO will work on the SMS content and update your Voter ID Card. The electoral roll will also be summarily updated soon after the change is reflected in the identity card. You are saved from the hassle of depositing all the proof of documents and submitting the Form 8.

When to Use Form 8?

In case you have completely changed your address or your surname, you need to apply through Form8. In case a woman changes her surname and residential address, Form 8 needs to be furnished along with the copy of marriage certificate, age proof document, and address proof document. The copy of the voterID of her husband must also be filed along with it.

Visiting ERO – the Last Option

Consider a situation where you have checked the status of your election card online and found that the status reads, “Distribution in progress.” However, even after waiting for 3 months and you don’t get your ID card.

You must then visit the ERO located near your residence. The ERO may seek a written complaint about the status of your card to take further action.

You can easily check status of your voter card or electoral roll online. If you are still not getting your updated voter card or voter list, a visit to the ERO’s office is a must.

How to get Voting Card and the things to do while waiting for a voting card to be issued

What After I Have Submitted my Application for the Voting Card?

Once you have submitted your Voter Registration and/or Voting Card Application, it would take some time for the authorities to assess your application. In this course of time here are some of the things you could do to ensure minimum obstacles in your Voter ID Registration process.

Check your name in the voter list

If you are already a registered voter, you may as well re-check that your voter details in the Voters’ List  are present with no errors. In case of errors you must immediately contact your local ERO and fill the Form No. 8 for rectification of voter details. This is necessary because any discrepancy between the details in the electoral roll and your voting card would render your voting right useless as you would not be able to cast your vote. Hence the rectification of the Voter Details in case errors is a very important task.

Check your Application Status

If you are a first time voter and have filled the Voter Form No. 6 along with the application FORM 001A for Voting Card, you must note that your name in the electoral roll is a more important pre-requisite for you to cast your vote during the election. You may cast your vote if you have your name included in the Voters’ List of your constituency, even without a voting card. Therefore before you receive your Voter ID please constantly keep a check on the status of your voter registration application. This would ensure that your application for inclusion of name to the electoral roll is not stuck at any level.

You can check the status of your Voter Registration Application on your state’s CEO Website. Don’t about your state’s CEO website? Here is a link that will help you find the exact web address for your state’s CEO website:- http://eci.nic.in/eci_main1/Links.aspx

On the above link, just select your state and click ‘Go’, you would then be redirected to a page with a link to the CEO website, where you can check the status of you application.

Therefore from the time of submission of the voting card application to the time of issuance of the voting card, the Voters must constantly keep themselves updated in the following ways. It usually takes a month for the inclusion of name to the electoral roll, in case of online application. Whereas it may take considerably more time when the application is submitted by the offline method. Hence, some patience, perseverance and co-operation is expected at the sensible voters’ end.
